Обязательная продажа части экспортной выручки на биржевом рынке была введена в начале сентября 1998 года для противодействия оттоку из страны валюты после финансового кризиса. Затем, по мере улучшения ситуации в экономике, норматив два раза сокращался и в последнее время составлял 50%.
В минувшую пятницу Дума большинством голосов (264 – "за", 97 – "против") приняла сразу в трех чтениях законопроект, предусматривающий снижение норматива обязательной продажи валютной выручки. Правительство и ЦБ представили по данному документу положительное заключение.
Законопроект был внесен в Госдуму представителями фракций "Единство", ОВР, "Яблоко", групп "Регионы России" и "Народный депутат". Согласно документу, норматив обязательной продажи снижается до 30% с предоставлением Центробанку права самостоятельно регулировать его ставку в диапазоне от 0 до 30%. Как заявил один из авторов законопроекта, замглавы думского бюджетного комитета Михаил Задорнов, принятая норма полностью идентична соответствующей части новой редакции закона "О валютном регулировании и валютном контроле". Этот законопроект был внесен правительством и поддержан Думой в первом чтении. Однако думский бюджетный комитет, по словам Задорнова, не успевает вынести новую редакцию на второе чтение до окончания весенней сессии.
Подобная оперативность с принятием поправок еще до прохождения через Думу всего законопроекта связана с ситуацией на валютном рынке, где не прекращается падение доллара и быстрое укрепление рубля. "Если обязательный норматив будет несколько снижен, это будет способствовать не такому быстрому укреплению рубля", – заявил Михаил Задорнов. По его словам, в последнее время в Россию "поступает большой приток выручки от продажи не только нефти и газа, но и металла, с одной стороны; с другой стороны – достаточно крупные заимствования осуществляют российские предприятия. В страну идет очень большой приток валюты".
Таким образом, основной идеей законопроекта является купирование так называемой "голландской болезни", которой давно страдает российская экономика, посредством изменения валютной политики. Теорию этого процесса доступно проиллюстрировал в своей публикации "Коммерсантъ": "В страну при пониженном спросе на валюту поступает слишком большой ее поток, например, из-за хорошей внешнеэкономической конъюнктуры. В результате реальный курс рубля по отношению к доллару растет при одновременном росте инфляции. Высокая норма обязательной продажи подстегивает инфляцию и усугубляет "голландскую болезнь" – ЦБ, выкупая валюту, должен эмитировать дополнительную рублевую массу. От "голландской болезни" полностью спасает опережающий рост эффективности производства. Принятая мера лишь способствует этому".
Немалые надежды возлагает на закон и сам Центробанк. Судя по заявлениям его представителей, Банк России уже готов воспользоваться правом, предоставленным ему новым законом. По словам заместителя председателя ЦБ Константина Корищенко, нововведение может привести к некоторому снижению давления на рубль, поскольку ряд экспортеров могут снизить объемы валютных продаж. "У нас есть все основания считать, что ЦБ воспользуется своим правом снизить норматив продажи после вступления поправок в силу, но сейчас слишком рано говорить о размере или дате (снижения норматива)", – заявил Корищенко агентству "Рейтер".
Однако проявление скорого эффекта от принятых Думой и ЦБ мер вызывает определенные сомнения. Судя по "пожарным" темпам, какими принимается закон, правительство и ЦБ надеются с его помощью обуздать инфляцию, являющуюся не самым благоприятным фоном для предстоящих выборов. В итоге Центробанк вынужден эмитировать все новые и новые порции рублей, идущих на скупку бесконечных потоков нефтедолларов. Так и не сбывшиеся пока прогнозы относительно падения мировых нефтяных цен не оставляют надежд на их сокращение.
С другой стороны, практика показывает, что ситуация с продажей экспортерами валютной выручки сегодня коренным образом отличается от той, что была несколько лет назад. Доллар уже не представляет для экспортеров такого интереса, как раньше. Посему ряд экспертов высказывают сомнения в том, что принятые впопыхах меры будут способны достичь поставленной цели. Так, например, главный экономист по России банка ING Юлия Цепляева считает, что снижение нормы продажи экспортной выручки не будет иметь краткосрочных экономических последствий. По оценкам специалистов ING, основанным на анализе валютного предложения на рынке, в настоящее время экспортеры продают около 60% своей выручки, что само по себе больше того, что намерены разрешить им ЦБ и Дума. "Это говорит о том, что объем фактически продаваемой выручки превышает действующий норматив на 10 процентных пунктов... Если его снизят до 30%, они все равно будут продавать 60%, – считает эксперт. – Я не удивлюсь, если они отменят обязательную продажу полностью, как это предлагает Минэкономразвития. Никаких экономических последствий это иметь не будет".
Одним словом, запоздавшие старания депутатов вряд ли будут по достоинству оценены всеми участниками российского валютного рынка.
